Mit Erlass des Bundesbedarfsplans stellt der Gesetzgeber f\u00fcr die darin enthaltenen Vorhaben die energiewirtschaftliche Notwendigkeit und den vordringlichen Bedarf verbindlich fest. Bei seiner Entscheidung dient der Umweltbericht als weitere Erkenntnisquelle.
