Um diese Frage geht es in einem Sachverst\u00e4ndigen-gutachten, das die Hessische Gesellschaft f\u00fcr Ornithologie und Naturschutz (HGON) beim Regierungspr\u00e4sidium Gie\u00dfen (RP) angefordert hat.
